VA Disability Compensation continues at the full schedular rate in nearly every country on earth. The check goes to your US bank account through direct deposit, then you transfer or withdraw locally. No country tax is owed on it because the United States does not tax it and most countries do not tax foreign-sourced disability pensions either. In 2026 a single 100% rated veteran receives $3,938.58 per month. A 100% rated veteran with a spouse receives $4,158.17. With one child under 18 it climbs to $4,318.99. These numbers buy a different lifestyle in every country.
In Cuenca, Ecuador or Phnom Penh, Cambodia, a single 100% rated veteran can live a premium lifestyle: full-time housekeeper, modern apartment in a safe district, private health insurance, and regular travel. Estimated monthly cost: $2,700 to $3,000. Surplus: $700 to $1,000 per month. In Lake Chapala, Mexico or Boquete, Panama, the same income buys a comfortable expat lifestyle with a private pool, regular dining out, and high-quality private healthcare. Estimated cost: $2,200 to $2,400. Surplus: $1,300 to $1,500. In Lisbon, Portugal or Valencia, Spain, $3,938 covers comfortable European living in a walkable city with universal healthcare access, weekend train trips, and EU residency. Estimated cost: $2,700 to $2,900. Surplus: $1,000 to $1,200. Even in Malta, the most expensive country on our list, a single 100% rated veteran can live comfortably with $600 to $900 of monthly surplus.
VA Health Care does not travel directly. The Foreign Medical Program (FMP) reimburses you for care related to your service-connected conditions abroad. It does not cover non-service-connected care. Most veterans buy international private insurance for everything else, typically $50 to $200 per month. Medicare does not pay outside the United States. If you carry Medicare alongside VA, you need a plan for non-service-connected care abroad. State residency cleanup matters. Establishing residency in a no-tax state like Florida or Texas before you leave eliminates ongoing state tax filings. The Philippines has the only full VA office outside the United States, in Manila.
